An aide to a Penang assemblyman accused of molesting a college student was remanded today for two days.

Updated: Police say there are only cameras inside the entertainment outlet and none outside where the alleged sexual assault took place.

Allegations by victim:

  • Suspect kissed and groped her, asked for oral sex, masturbated and ejaculated onto her
  • Suspect offered RM500-RM700 to “spend the night” with him
  • Police didn’t take her first report seriously
  • Suspect offered through a third party payment to “settle the case”

According to Northeast district police chief ACP Anuar Omar, the man turned himself in yesterday evening and was immediately placed under arrest.

“The suspect has been told to take a urine test,” Anuar said in a statement.

The 50-year-old man, a former city councillor, was alleged to have sexually assaulted a 21-year-old student when he was in a drunken state at a car park of an entertainment outlet on Beach Street on Jul 6.

Earlier this morning, the woman, who is currently awaiting exam results and works as a part-time waitress at a pub, held a press conference facilitated by Parti Cinta Malaysia (PCM).

The woman, named as Tan, recounted that the alleged perpetrator, said to be a regular at the pub, was consuming liquor with another friend and she had served them at the outlet.

Apparently, as the man was leaving at about 11pm, he asked Tan to accompany him to the car park to retrieve his car.

“Since it was my first day at work, I did not want to offend the customer. So, I followed him.

“I did not go into the car, it happened outside, at a narrow lane leading to the car park,” she said.

“As we neared a dark corner, he suddenly pushed me against the wall and started kissing me. I tried to push him away but he was bigger and stronger and he started groping me and pushed his hands into my underwear to touch my private parts,” Tan claimed.

“I immediately squatted down and began crying but he continued his advances,” she said.

Tan said the man then undid his belt, pulled out his private part and asked her to perform oral sex on him.

“When I refused, he said it was okay to use my hands.

“I was squatting and crying the whole time. I pushed him away but he told me to wait a little while more (as he was masturbating then).

“Shortly afterwards, he ejaculated onto my pants and foot,” she claimed.

Apparently, the man offered her RM500 to RM700 to spend the night with him. She refused and asked to be let go.

He finally got into his car and left while Tan ran into an adjacent bathroom and called her friend for help.

They lodged a police report at just past midnight after alerting the management of the entertainment outlet.

Tan’s father and boyfriend were with her during the press conference.

She also showed the clothes she was wearing that night and pointed to a spot on the pair of black culottes which she said the man ejaculated on.

When asked why she approached PCM and held a press conference when the case was already reported to the police, she claimed the police didn’t appear serious in handling her case.

“I reported the case on that night, which is on July 7 because it was after midnight, but the police didn’t seem to take it seriously,” she said.

She also claimed the investigating officer did not tell her what she should do next.

She told her family about the police’s purported attitude and they decided then to seek PCM for help to highlight the case.

“We want the police to take this seriously and since that night I was in a state of shock, my report wasn’t clear enough so I went to lodge a second report on July 11,” she said.

She also alleged that the suspect sent a third party to the pub to “settle the case”, saying she was informed about it by a colleague there who called her on WeChat regarding a payment offer.

“I feel insulted by the offer and my family told me to continue with this case as we have to stop him and we don’t want this to happen to another person,” she said.

PCM vice-president Datuk Huan Cheng Guan urged the police to act on the matter seriously. He said justice must be served in this case.

The case is being investigated under Section 354 of the Penal Code for the use of criminal force to a person with intent to outrage modesty, which carries a penalty of a jail term of up to 10 years, a fine, whipping, or any two of the punishments if found guilty.
