Bersih calls on opposition to set up shadow cabinet

Bersih 2.0 has urged opposition parties to form a shadow cabinet at state and federal levels to check and compete with the government of the day effectively.

“A Framework for a Shadow Cabinet in MalaysiaIn its report “A Framework for a Shadow Cabinet in Malaysia”, the polls watchdog made four recommendations that the opposition can adopt at state and federal levels.

The suggestions were to form a shadow cabinet with the widest possible support from the parliament and state opposition groups, and to select shadow ministers and state exco’s based on merit and experience.

It also said the opposition should appoint a lawmaker to shadow each ministry and to be the spokesman for the opposition.

It also suggested that the shadow cabinet should have regular meetings – at least once a week – to provide a review on the opposition’s measures, to discuss parliamentary matters and opposition policies.

Bersih also called on the federal and state governments to recognise and institutionalise this practice as part of the democratic process.

The group said the title of “Official Opposition” be given to the group led by the opposition leader in Parliament.

It also added the Standing Order of Parliament be amended to give privileges to shadow ministers during legislative debates.

It also recommended that the civil service meet the opposition during an election to discuss its election policies and manifestos in the event there is a transition of power. – TMI
