Deputy Speaker Rashid rejected all 15 motions to change speaker

All 15 motions submitted by opposition Members of Parliament to change the Dewan Rakyat Speaker Datuk Azhar Azizan Harun have been rejected by his deputy, Datuk Rashid Hasnon.

Rashid confirmed this in the Dewan Rakyat today in response to questions by opposition MPs who demanded an answer on why none of the motions were brought up in the House this morning.

Rashid explained the reason he rejected the motions were because all of them did not meet the necessary requirements as stipulated under the parliamentary Standing Orders (SO).

“I received 11 motions from Parti Amanah Negara, all at the same time and none of them met the requirements. After that, another motion was submitted, also from Amanah.

“I referred to a legal advisor on this matter and found that the 12th motion also did not meet the SO. Two more motions were then submitted by PKR and it was the same too.

“Following that, I wrote letters to all proposers and provided explanations to them so please read my answers.

“You may still appeal but so far I have no received any and so, my decision on this (rejecting the motions) is final,” he told the Dewan Rakyat today.

It was not revealed which party submitted the final motion.

Gobind Singh Deo (PH-Puchong), however, questioned Rashid’s refusal to announce the matter in the House, saying such a motion is extremely important in nature.

“Does the speaker still possess the majority (of confidence) MPs in this House? Why didn’t you notify the House? The whole country was waiting for an answer.”

Rashid, however, said he had no obligation to inform the media or anyone but the proposers themselves.

“Hence the reason I wrote letters to all of the proposers. Again, read the answers I have provided you, it’s all there. There is no precedent for me to answer this inside the House.”

RSN Rayer (PH-Jelutong) interjected and accused Rashid of abusing his power, describing it as “embarrassing”.

“The whole country is watching you, Mr Deputy Speaker. Embarrassing.”

Upset by Rayer’s remark, Rashid demanded the DAP leader to retract the word “embarrassing”, which the Jelutong MP refused.

Rayer’s refusal was supported by Lim Lip Eng (PH-Kepong) who said “Jelutong, do not retract”.

Rashid then gave Rayer three warnings before booting him out of the Dewan Rakyat.

“Two days for you (Jelutong). Bendahara, please perform your duty and remove Jelutong from the House now.

“He said it was embarrassing. I have a face too you know,” Rashid said.

Following that, a big chunk of opposition MPs started chanting the word “embarrassing” until Rashid left the House for afternoon recess. – NST
