Couple caned, starved and forced maid to eat own vomit

A sales manager wedged a funnel into the mouth of one of her maids and forced a mixture of rice and sugar down her throat after the woman complained about not having enough to eat, a court was told.

Chia Yun Ling then ordered Moe Moe Than to eat her own vomit when the domestic worker threw up. The Myanmar national, 32, complied.

Chia also caned the maid and threatened her by saying that she would hire an assassin to kill her family members in Myanmar.

District Judge Olivia Low convicted Chia, 43, on Monday (March 4) of eight assault charges and one count of using abusive words towards the maid.

The judge also found the mother-of-three guilty of six offences under the Employment of Foreign Manpower Act.

These included forcing the maid to perform her chores clad in only her bra and short pants on one occasion and failing to give her enough food.

On Monday, Judge Low also convicted Chia’s husband, former regional IT manager Tay Wee Kiat, of six assault charges.

Chia and Tay had earlier faced court in March 2017 for abusing their other maid, Fitriyah, 34.

This resulted in Tay, 41, being sentenced to two years and four months’ jail while his wife was handed a two-month jail term for committing assault.


The Indonesian, who goes by only one name, was then working in the same Yishun flat as Moe Moe Than.

Tay’s jail term was increased to three years and seven months while Chia’s sentence remained at two months following a High Court appeal in March last year.

The couple remained free until the second trial, which concerned the abuse of Moe Moe Than.

Judge Low said on Monday that Moe Moe Than started working at the couple’s household on Jan 8, 2012.

She testified during the 31-day trial that she was initially given rice and cabbage for meals but was later provided with only plain rice and water.

The judge said: “She claimed that she was hungry enough to even eat leftover banana skin from the dustbin… Fitriyah confirmed that Moe Moe Than was subsequently only given white rice, and the rice was sometimes mixed with sugar.”

Judge Low also noted that a doctor had said that Moe Moe Than looked undernourished.

When she told Chia that she had not been given enough food, her employer force-fed her until she vomited.

Chia had also slapped and caned the maid. On one occasion, she ordered Moe Moe Than to remove her shorts and underpants before caning her bare skin after some plastic boxes in a study room were found to be dusty.

Moe Moe Than testified that Chia wanted compensation from her when she asked for a transfer.

The judge said: “Chia told her that…if she did not repay them back, Chia would hire an assassin to kill her parents.”

Tay abused Moe Moe Than through acts such as caning and kicking her while she was in a “push-up position”.

He also ordered Moe Moe Than and Fitriyah to slap each other after claiming that they had moved a piece of cloth on an altar table in the flat without his permission.

Judge Low said: “Moe Moe Tan and Fitriyah were then instructed to slap each other 10 times and to worship in front of the said altar table 100 times despite the fact that Moe Moe Than is a Christian and Fitriyah is a Muslim.”

The offences came to light when Moe Moe Than returned to Yangon on Nov 12, 2012, and told her Myanmar agent about her plight.

Singapore’s Ministry of Manpower was later alerted and it arranged for her to return about a month later.

Moe Moe Than was examined at Khoo Teck Puat Hospital, where she was found with injuries, including scars on her left forearm and right wrist.

Tay and Chia have been offered bail of $15,000 (RM45, 121) each. The two Singaporeans are expected to be sentenced on March 18.

Man used drugs, acted ‘possessed’ to get oral sex from daughter’s teenage friends

A 49-year-old technician, who used various means to force three of his daughter’s friends to perform oral sex on him on four separate occasions, was sentenced to 20 years’ jail and 16 strokes of the cane on Monday (March 4).

Once, the man acted as if he was possessed, frightening one of the 14-year-olds into complying with his demands. He even pretended to return to normal afterwards and asked her what had happened.

He drugged another girl by giving her sleeping pills before demanding oral sex, but she managed to escape from his clutches.

However, he gave her so much Nitrazepam – four times the usual dose for an adult – that she had to be hospitalised for three days for an overdose.

The man, described as a “dangerous sex predator” by High Court judge Hoo Sheau Peng, cannot be named to protect the identities of the victims, who are now 16.

He pleaded guilty to two charges of sexual assault by penetration, one charge of causing hurt by means of poison, and one charge of molestation.

Six other charges – including one for slapping and punching his daughter and one for threatening to fracture her face and limbs – were taken into consideration.

The court heard that the man’s daughter and the three girls were mutual friends from primary school and spent a lot of time at the family’s flat. His wife worked the night shift and would return home only in the morning.

Out of the four times he demanded oral sex, he succeeded twice in getting what he wanted – from the same girl.

One night in September 2016, the girl, who lived in the same block, went to the flat to get some instant noodles, but only the man was at home.

After she collected the items, he told her there was “something” outside and told her not to leave yet.

When she wanted to go home, he suddenly pretended to be spiritually possessed by performing silat moves and speaking in a deep voice. He took off his clothes and told the girl that she had to perform oral sex on him if she wanted him to become normal again.

Out of fear, she did as she was told.

In July 2017, the girl was at the flat with the man’s daughter, who fell asleep.

The man then took the victim out on his e-bicycle, and on the way back, he asked her for oral sex at a multi-storey carpark. She started crying and refused, but eventually complied after he held her neck and threatened to punch her.

He preyed on the second girl in October 2016, when she was staying at his flat after running away from home.

After his daughter left for school, he touched the girl’s breast and demanded that she satisfy him, telling her that she was staying at his place for free.

The girl took refuge in the toilet and sent text messages for help. Two teachers later escorted her out of the flat.

In the early hours of Aug 17, 2017, the man became angry when he found out that his daughter, the first victim and another girl had used his e-bike without permission.

After speaking to his daughter at the staircase landing, he told her to summon either of her friends there.

The third girl went to meet the man after his daughter assured her that she would seek help.

At the staircase landing, the man told his third victim to take four sleeping pills and asked her to smoke a cigarette. When she became dizzy, he told her to perform oral sex on him.

The girl managed to walk away and, together with the first victim, hurried to the latter’s flat, where they locked themselves in until the police arrived.

Pointing to the man’s use of deception, threats of violence and even a hypnotic drug, Deputy Public Prosecutor James Chew said such predatory conduct must be strongly deterred to adequately protect young girls. – The Straits Times/Asia News Network
