It is impossible for Housing and Local Government Minister Zuraida Kamaruddin to be unaware of two contracts worth RM170.3 million directly negotiated by her ministry, Lim Guan Eng said.
The former finance minister called on his colleague in the previous cabinet to reveal the truth, saying that ministries would have to submit an application to the Finance Ministry for direct award projects.
“Hence, there has to be a letter from (her ministry) to the Finance Ministry,” he said in a statement today.
The letter was supposedly sent by the ministry secretary-general as the project involved a huge amount.
“Zuraida cannot deny that there was an application letter from her ministry and I challenge her to reveal the truth to the public,” he said.
He said it is impossible for the secretary-general to write the letter without her knowledge as she is the minister.
If the chief secretary had circumvented Zuraida in writing the official letter without her knowledge, then disciplinary action could be taken against him, Lim said.
“I don’t believe that the secretary-general is someone who would conduct such treachery even though the minister herself is a traitor to PH,” he said.
“Otherwise is Zuraida so naive about her ministry’s affairs to a point of not knowing that the secretary-general has submitted an application for direct award (contracts) to the Finance Ministry,” he said.
If this is the case, Lim said, Zuraida is “not fit and proper” to be a minister.
He also challenged the minister, who has held the portfolio under both PH and Perikatan Nasional, to reveal any letters from the Finance Ministry or him regarding the matter.
“Don’t hide facts or cover up the truth or run from the fact,” he told Zuraida.
Yesterday, Zuraida said it was Lim who decided on awarding the two projects to her ministry.
In a statement, she said Lim gave the projects to Bumi Segar Indah adviser Tamrin Tun Ghafar, a Pakatan Harapan supporter.
“I have investigated the matter, and now announce what I have discovered. The projects awarded (through direct negotiations) are the Taman Beringin solid waste project (RM170,294,400) and Century software accounting system (RM501,206.37)
“I now confirm that the direct negotiations were, in fact, taken up by the former finance minister himself, Lim Guan Eng.
Initially Zuraida said she was unaware of the matter and ordered an investigation into it.
Lim said the revelation came from Finance Minister Tengku Zafrul Abdul Aziz and not PH.
“Why was Zuraida not angry with the finance minister if the direct award project was not supposed to be included under (her ministry)?” he asked.
The Bagan MP said Tengku Zafrul’s list of direct award projects worth RM6.61 billion was false and had to be revised.
However, he said it was surprising that the list was disputed by Zuraida herself.
He also took his successor to task adding that 95% of the projects, worth RM6.258 billion, listed by Tengku Zafrul were from the Barisan Nasional-era.
“In other words, the direct award projects under PH was not RM6.61 billion as propagated but was only RM5.3% from the amount which is equivalent to RM352million,” he said.
He described Zafrul’s move of selectively listing down the direct award projects awarded under PH and not including projects awarded by BN and PN in the list as a “dirty political attack.”
“If (he) did not want to politicise the matter, then Tengku Zafrul should reveal the direct-award projects awarded under BN and most importantly the projects sanctioned by him under the Perikatan Nasional government,” he said. – TMI
